부패 천국 몰타에 지지자들이 더 많다.

Muscat, along with others including former minister Konrad Mizzi and former OPM chief of staff Keith Schembri, is facing criminal charges related to corruption and money laundering.

Central Bank Governor Edward Scicluna and Member of Parliament Chris Fearne are appearing

 in court today, facing charges related to the hospitals deal.
Fearne resigned from his post as Deputy Prime Minister

and Minister days after the news of the charges broke.
Fearne and Scicluna are among a list of 15 people set to be charged with fraud.

 

발레타, 몰타 — 몰타의 전 총리인 조셉 무스카트(Joseph Muscat)와

 다른 전직 고위 관료들은 유럽의회 선거를 준비하면서 

지중해 섬나라를 뒤흔들고 있는

병원 부패 스캔들에 대해 화요일 법정에서 무죄를 주장했다.
이 사건은 원래 2015년에 체결된 거래와 관련이 있으며,

국내 병원 3곳의 관리권이 민간 회사에 넘겨졌다.

2018년부터 사업주가 바뀌었다.
2023년 2월 법원은 전직 야당 지도자가 제기한 소송에서

사기를 이유로 양보를 무효화했다. 이번 판결로 집권 노동당에

대한 국민적 지지가 급락했다.

항소법원은 지난 10월 양허에서 당사자들 사이에

공모의 증거가 있다고 판결하면서 결정을 확정했다.

지난 4월 병원 합의에 대한 치안조사가 완료됐다. 

얼마 지나지 않아 병원 거래와 관련된 사람들을 

상대로 뇌물 수수를 포함한 혐의가 법원에 제기되었다.
법정에 선 첫 번째 그룹 중 세 명은 2013년부터 2020년까지 

국가를 이끌었던 무스카트, 그의 전 비서실장 Keith Schembri, 

전 장관 Konrad Mizzi였다.

화요일 예심에서 이들은 뇌물수수, 자금세탁 등 혐의에 대해 무죄를 주장했다.

 

크리스 펀 전 부총리와 2015년 재무장관을 지낸 에드워드 

시클루나 중앙은행 총재는 수요일 또 다른 청문회에서 

사기와 유용 등 혐의가 완화될 예정이다. 그들 역시 어떤 잘못도 부인했다.

무스카트의 기소는 법치주의 운동가 단체인 레푸블리카(Repubblika)가 

주도한 4년간의 조사 끝에 무스카트 정부가 3개 병원 관리에 대한

 40억 유로(43억 5천만 달러) 계약을 처리한 방식에서 부정 행위를 적발했다고 밝혔다.
이번 계약은 건강 부문에 대한 사전 경험이 없었던

이전에 알려지지 않은 Vitals Global Healthcare 그룹에 체결되었다.

이후 이 그룹은 미국에 본사를 둔 스튜어드 헬스케어 그룹에 계약을 넘겼지만

몰타 법원은 사기 혐의로 거래를 무효화했다.
무스카트는 그의 아내와 함께 청문회에 도착하여

법원에 들어가기 전에 지지자들에게 손을 흔들었고,

반부패 언론인 Daphne Caruana Galizia의 임시 기념비에서 길 건너편에 있었다.
Caruana Galizia는 병원 거래를 조사하다가 2017년 차량 폭탄 폭발로 사망했다.

그녀의 사망과 후속 조사는 유럽에 충격을 주었고,

EU 회원국 중 가장 작은 국가인 몰타의 법치에 대한 의문을 제기했다.

 

법정에서 7시간 본 결과

이 나라의 가장 큰 문제는 교육이 부족하여 최악의 피해를 입은

 사람들이 비판적 사고는커녕 옳고 그름을 선택할 능력도 없다는 것이다.

이는 우리 사회의 안녕에도 영향을 미친다.

VALLETTA, Malta — Malta’s former prime minister, Joseph Muscat,

 and other former top officia.ls pleaded not guilty in court Tuesday to charges 

in a hospital corruption scandal that is roiling the Mediterranean island nation 

as it prepares for European Parliament elections.
The case involves a deal, originally struck in 2015,

in which the management of three of the country’s

hospitals was handed over to a private company. The concessionaire changed in 2018.
In February 2023, a court annulled the concession, citing fraud,

in a case filed by a former opposition leader. The ruling led to a sharp drop

in popular support for the governing Labour Party.

The Court of Appeal confirmed the decision in October, ruling

that there was evidence of collusion between the parties in the concession.

A magisterial inquiry into the hospital agreement was completed in April. 

Soon after, charges including bribery were filed 

in court against people involved in the hospital deal.
Three of the first group to face court were Muscat, who led the country between 2013 

and 2020, his former chief of staff Keith Schembri and former minister Konrad Mizzi. At a pre-trial hearing on Tuesday, they pleaded not guilty to charges relating to bribery

 and money laundering, among others.

 

Former deputy prime minister Chris Fearne and Central Bank Governor Edward Scicluna,

who was finance minister in 2015, are set to face lesser charges including fraud

and misappropriation at another hearing on Wednesday. They too have denied any wrongdoing.
Muscat's arraignment came weeks after a four-year inquiry, instigated

by rule-of-law activist group Repubblika, said it had uncovered

foul play in how his government had handled a four billion euro

($4.35 billion) contract for the management of three hospitals.
The contract was awarded to the previously unknown Vitals Global Healthcare group,

which had no prior experience in the health sector.

The group later handed the contract to U.S.-based Steward Healthcare group,

but a Maltese court nullified the deal on account of fraud.
Muscat arrived at the hearing accompanied by his wife,

waving to his supporters before entering the courthouse,

across the road from a makeshift monument to

anti-corruption journalist Daphne Caruana Galizia.
Caruana Galizia had investigated the hospitals deal

and was killed in a car bomb explosion in 2017.

Her death and subsequent investigations shocked Europe,

raising questions about the rule of law in Malta, the smallest EU member state.

which leaves those worst hit with no ability to choose between right and wrong,

 let alone engaging in critical thinking. 

And the numbers representing this segment is not low but rather quite significant

 which is also impacting the well being of our society.
