아일랜드 더블린 중심가 코넬 스트리트 문제점

더블린 오코넬 스트리트는 더블린의 상징인 오코넬 동상과

중앙 우체국GPO가 있는 거리다. 하지만 2년 이상 이곳을 본 필자는

매우 지저분하고 위험하며 더 이상 볼거리없는 홈리스와 구걸, 마약의 거리다.

누가 아일랜드가 살기좋은 나라라고 했는가. 

 

오코넬 스트리트는 우리 수도의 왕관에있는 보석이어야한다.

 

대신, 그것은 반사회적 활동, 마약 거래 및 소름 끼치는 파괴의 부산물이되었다.
이번 주 RTE의 프라임 타임에 더블린의 주요 도로에 대한 아첨하지 않는

묘사는 북부 도심 거주자, 기업 또는 정기적으로 오코넬 스트리트를

통과하는 모든 사람들에게 놀라운 일이 아니다.


그러나이 역사적이고 한때 자랑스러운 거리의 슬픈 쇠퇴는 우연이 아니다.

- 그것은 연속적인 정부와 이빨이 없는 지방 당국에 의한 무행동의 직접적인 결과다.

리더십 부족은 오코넬 스트리트의 무수한 문제의 핵심이다.

현실은 평의원들은 권력에 대한 환상만을 가지고 있으며,

선출되지 않은 공무원들은 결코 책임을지지 않을 결정을 내린다는 것이다.
최소한 도시는 대중에게 대답 할 수있는 집행 권한을 가진 직접 선출 된 시장이 필요하다.

방치 된 환경은 반사회적 행동과 범죄가 번성하도록 허용한다.

승인한 사업, 쓸모없는 건물, 지속적인 쓰레기는 당국이 방금 포기했다는 인상을 준다.

더블린의 상징이 이렇게 방치하고 경찰은 전화해도 오지 않으며 좀도둑이 넘치는 나라,

거리엔 루마니 집시들이 해바리기씨 껍질을 거리에 마구 던지며 먹고 있는 광경

아! 이제는 더이상 볼 필요도 없겠지만 여기가 살기 좋다는 거짓 이유다.

 

아일랜드 방송이 집중 다룬 내용이며 필자가 매일 본 광경이다.

도심 중앙에 왜 홈리스에게 음식을 나누어 주는가

그것도 볼썽사나운 광경이며 이들을 교회나 장소로 이동시켜야 한다.

외국인, 아일리쉬 전부 줄서서 구걸 음식을 받는다.

아일랜드 정부 정말 한심하다는 생각을 하게 된다. 

 

 

 

 

O’Connell Street should be the jewel in the crown of our capital city.

 Instead, it has become a byword for anti-social activity, drug dealing and creeping dereliction.

The unflattering depiction of Dublin’s main thoroughfare 

on RTE’s Prime Time this week will have come as no surprise to north inner city residents,

 businesses or anyone who passes through O’Connell Street on a regular basis.
As a former Dublin city councillor,

I have seen dozens of plans for O’Connell Street come to nothing.
Lack of leadership is at the core of O’Connell Street’s myriad problems.

The reality is that councillors only have an illusion of power,

with unelected officials making decisions for which they’ll never be held accountable.

At a minimum, the city needs a directly-elected mayor with executive powers 

who would be answerable to the public.
Long delays in developing the Carlton Cinema site and the closure of iconic

retail institution Clerys have resulted in the area becoming a shadow of its former self.

Neglected environments allow anti-social behaviour and crime to thrive. Boarded up businesses,

 derelict buildings and persistent littering give the impression that the authorities have just given up.

While it’s important the public feel safe on O’Connell Street, increased policing is 

only part of the solution. Demonising those struggling with addiction by labelling them “druggies” – as Fine Gael TD Paul Kehoe did earlier this week – will solve nothing.
Poverty, deprivation and inequality lie at the heart of addiction.

A multi-agency approach is required to tackle the underlying causes of our drugs problem.

We must see the long-promised roll-out of supervised injecting centres, 

where addicts are at reduced risk of overdosing 

on our streets and more likely to engage with drugs services.

The Government must respond to stem the tide of decline. 

For over a year, I have been asking for statements 

on Dublin city to be heard in the Dáil. This week, 

the Taoiseach informed me this will finally happen in November.
In the Dáil next month, the Taoiseach should bring forward plans to create

a dedicated taskforce to address the problems.
It’s hard to imagine any other country allowing their main thoroughfare

to become so run-down and unsafe.

O’Connell Street should be our Champs-Élysées – but instead it is in terminal decline.

元ダブリン市議会議員として、私はオコンネル通りの計画が何十回も無駄になるのを見てきました。
リーダーシップの欠如は、オコンネル通りの無数の問題の核心です。

現実には、議員は権力の幻想を持っているだけであり、

選出されていない役人が決定を下すことは決してありません。

少なくとも、市民に責任を持って執行権限を持つ直接選挙で選ばれる市長が市には必要です。
カールトン シネマ サイトの開発が大幅に遅れ、

象徴的な小売店である Clerys が閉鎖されたため、この地域は以前の姿の影になりました。

放置された環境は、反社会的行動や犯罪を助長します。

立ち入り禁止の企業、遺棄された建物、しつこいポイ捨ては、当局があきらめたような印象を与えます。
一般市民がオコンネル ストリートで安全だと感じることは重要ですが、

警察の強化は解決策の一部にすぎません。ファイン ゲール TD ポール キーホーが今週初めに行ったように、

依存症に苦しんでいる人々を「ドラッグ中毒者」とレッテルを貼ることで

悪魔化しても、何の解決にもなりません。
依存症の根底にあるのは、貧困、剥奪、不平等です。

薬物問題の根底にある原因に取り組むには、複数の機関によるアプローチが必要です。
長い間約束されていた監督下の注射センターの展開を見なければなりません。

そこでは、依存者が路上で過剰摂取するリスクが減り、

薬物サービスに関与する可能性が高くなります。
幹線道路がこれほど荒廃し、

危険な状態になることを許している国は他にあるとは想像しがたい。

オコンネル通りは私たちのシャンゼリゼ通りであるべきですが、

そうではなく、最終的に衰退しています。
