워싱톤 조약 위배

워싱턴 협약의 정식 명칭은 「 멸종의 우려가 있는 야생 동식물 종의 국제 거래에 관한 협약 」 (Convention on International Trade in Endangered Species of Wild Fauna and Flora)이다. 즉 야생 동물 종을 멸종하지 않게 국제 거래를 규제하는 조약이고 진귀한 동물의 보호를 목적으로 한다.  따라서 서식 수가 적은 대규모 국제 거래가 근절의 요인이 되는 동물이나 식물도 워싱턴 조약에 포함 되어 있다. 의결 사항 집행은 당사국의 정책에 위임된 조약과는 달리 워싱턴 조약은 거래 규제라는 실행 힘있는 수단을 가지고 있다.

Official name of CITES is the Convention on international trade of wild flora and fauna species at risk of extinction (Convention on International Trade in Endangered Species of Wild Fauna and Flora).That Convention to regulate international trade in for extinct wildlife species, and the rare animal protection is not desired. For timber and fishing for species like the original populations than the large international trade are factors of extinction animals and plants has become subject to CITES. Unlike the Convention on enforcement matters has been entrusted to the contracting policy, CITES has the means of execution of regulations.

ワシントン条約の正式名称は「絶滅のおそれのある野生動植物種の国際取引に関する条約」 (Convention on International Trade in Endangered Species of Wild Fauna and Flora)です。 つまり野生生物種を絶滅させないために国際取引を規制する条約であり、珍獣の保護が目的ではありません。そのため木材や漁業対象種のように、もともとの生息数が多くても、大規模な国際取引が絶滅の要因になっている動物や植物もワシントン条約の対象になっています。 決議事項の執行が締約国の政策にゆだねられている条約と違い、ワシントン条約は取引規制という実行力のある手段を持っています。
