아일랜드 미카 스캔들

더블린 거리를 지나다 보면 심심찮게 보는

집권 정당 주요 인물에 대한 반대 표시를 보게 된다.

현재 총리에서부터 전 총리까지 이들이 국가 경제, 행정을 책임지는 자들이다.

과연 왜 이런 프랫카드가 붙었는가 궁금하지 않을 수 없었다.

 

아일랜드 전역의 수천 명의 주택 소유자들이 금요일 더블린에서

"미카 스캔들"로 불리는 것에 영향을 받은 주택에 대한 100% 보상을 요구하며 행진했다.
시위대는 정부가 결함이 있는 건축블록의 영향을 받은

주택 재건에 따른 전액을 보상해 줄 것을 요구하고 있다.
물을 흡수하고 벽이 깨지고 부서지는 벽돌 속의 광물의 이름을 딴

미카 스캔들은 2만여 가구에 영향을 미친 것으로 추정된다.

 

이 주택들 중 많은 수가 현재 무너졌고 이전 주민들은

이제 임대 숙박 시설이나 이동 주택이나 트레일러에서 살도록 강요 받았다.

금요일의 사건은 3개월 만에 두 번째 스캔들에 대한 항의를 의미한다.
정부는 운동가들이 타협에 도달하기를 바라고 있으며,

영향을 받는 사람들에게 90%의 보상이나 보상을 줄 준비가 되어 있다.
그러나 시위대는 주택 소유자들이 나머지 10%를 내놓기를 기대하는 것은

매우 불공평하다고 느끼고 대신 정부가 전액을 충당해야 한다고 주장했다.
도네갈 선거구 출신인 집권파 피아나 실패와

파인 게일당 의원들은 행진 도중 시위대에 야유를 받았다.
운동가들은 이 문제가 내년쯤에 처리되지 않으면 다음 총선에서

후보를 출마시켜 여당 의원들을 축출할 것이라고 말했다.

 

미카는 무엇이고 어떻게 그렇게 많은 피해를 입혔을까?

미카는 채석장에서 채취한 암석을 포함하여 암석에서 발견되는 광물 집단입니다.
이 경우, muscovite 미카는 아일랜드의 북동쪽에 있는 집을 짓는 데

사용되는 건물 블록에 포함되어 있다.

2017년 미카 액션 그룹과 콘크리트 블록 전문가 패널 보고서에 따르면

미카는 물을 흡수하고 저장할 수 있는 능력을 갖추고 있으며

블록에 불균형한 양의 물을 생성한다.

추정에 따르면 1%의 운모 운모가 존재하면 콘크리트 강도가

약 5% 감소하고 시멘트 페이스트와의 결합 강도가 상대적으로 낮다.
보고서는 더 높은 수준의 수분이 존재하면 동결 해동 조건에서

무결성 상실에 취약하기 때문에 추운 겨울에도 문제가 발생한다고 명시했다.

 

결국 아일랜드 북동쪽 지역의 2만 가구가 지금 무너지는데도 국가가

보상하지 않는데서 오는 문제이며 특히 현 집권 정당은 게이나 홈리스, 동유럽인에

대한 관대한 처사를 하면서 국민의 생명과 직결된 집 문제 해결을 하지 않는데서

오는 갈등이다. 정치가는 자신의 이익만 추구하고 국민에 안전에 방만한 짓들을

서슴없이 자행한다는 결론이다. 

 

 

Thousands of homeowners across Ireland marched

 on Dublin on Friday demanding 100% redress for homes affected 

by what has been dubbed "the Mica scandal".

The protesters are calling for the government to compensate 

the full cost attached to rebuilding their homes 

which have been affected by defective building blocks.

The Mica scandal, named after the mineral in the bricks 

that absorbs water and causes walls to crack 

and crumble, is estimated to have affected more than 20,000 homes.

 

Many of these houses have now collapsed and former residents 

have now been forced to live in rented accommodation or 

in mobile homes or trailers. Friday’s events mark 

the second protest on the scandal in three months.
The government is hoping that the activists will reach a compromise

and is prepared to grant those affected 90 percent redress or compensation.

However, protesters have said they feel it is grossly unfair to expect

 homeowners to fork out the remaining 10 percent 

and have instead insisted that the government cover the full amount.

Members of the ruling Fianna Fail and Fine Gael Party 

who are from the constituency of Donegal 

were booed by protesters during the march.

Activists have said that if this matter isn't dealt with 

in the next year or so, they are going to run candidates

 at the next general election to try 

and oust the members of Parliament from the ruling party.

 

What is mica and how has it caused so much damage?
Micas are a group of minerals that are found in rock,

including rock taken from quarries.

In this case, muscovite mica is contained in the building blocks used

 to construct the houses in the northeast of the country. 
According to the 2017 Mica Action Group and the Report of the Expert Panel

 on Concrete Blocks, Mica has the ability to absorb 

and store water and results in a disproportionate amount of water in the blocks. 
Estimates suggest that the presence of 1% muscovite mica

causes a reduction of the concrete strength by approximately 5%

and it has relatively poor bond strength with cement paste.
The report stated that the presence of higher levels of moisture

also cause issues during cold winters as the blocks are susceptible

to loss of integrity in freeze-thaw conditions.
