친선 대사

친선대사란 국제기구, 국가, 지역, 단체들의 대외적인 문화교류를 증진시키기 위해 맡은 직책이나 칭호. 국제연합의 "국제운동친선대사"나, 주(州)나 시정촌의 공적환경사업인 "관광친선대사" 등은 "대사"라고는 하지만, 소위 이들 대사는 외교관인 "대사"를 말하는 것이 아니라 임명은 민간인이며, 소위 외교특권을 갖지 않으며, 한 국가가 직접 파견하는 것도 아니므로 특별히 국가의 대표는 아니다.상징적, 홍보적 직책이자 이미지 캐릭터적 성격을 띠는 경우도 많아 언론인, 작가, 연예인 등에서도 뽑힐 수 있다. 임명은 시정촌 수장, 유엔의 해당 전문기관장 등 해당 친선대사를 파견하는 자. 유엔운동 친선대사는 종종 유엔의 홍보기관이 임명하는 경우가 대부분으로 사무총장이 직접 임명하는 경우는 극히 드물다.

"유엔 운동 친선 대사"에 관해서는, 명칭이 비슷하지만, 유엔 가맹국으로부터 해당국을 대표해 국제연합에 대해서 파견되는 특명 전권 대사인 "유엔 대사"와는 직무·지위·권한 등 전혀 다르다.유엔 대사는 각국의 외교관(민간인으로 외교관으로서 자격을 부여받은 것도 포함한다) 혹은 정치가로부터만 임명되어, 해당국의 정부대표부(명칭은 유엔대표부, 상주대표부 등 나라보다 여러 가지)에서 근무한다. 권한은 다른 특명전권대사와 같으며, 외교특권을 누린다.

A goodwill ambassador is a person who advocates for a specific cause  on the basis of their notability. Goodwill ambassadors generally deliver goodwill or promote ideals from one entity to another, or to a population. The term should be distinguished from the related concept of a brand ambassador, who plays a role in promoting a company or product through personal interaction. A goodwill ambassador may be an individual from one country who resides in or travels to another country, in a diplomatic mission (or international friendship mission) at a peer to peer level; that is: country to country, state to state, city to city; or, as an intermediary representing the people at the other extreme of an organization. Goodwill ambassadors have been an official (or unofficial) part of governments and cultures for as long as diplomacy has existed; to exchange gifts and presents; humanitarian relief; or development aid, using well-known celebrities, scientists, authors, known activists, and other high society figures. Goodwill missions of countries are usually carried out or overseen by the head of state, and do not necessarily involve diplomatic credentials beyond a letter of presentation (or letter of credence). However, some states, such as Haiti, do issue credentials that include diplomatic immunity for goodwill ambassadors.

親善大使とは、国際機関、国家や地域、諸団体の対外的な文化交流の増進を図るために任ぜられる役職或いは称号。国際連合の「国際運動親善大使」や、州や市町村の公的環境事業の「観光親善大使」などは「大使」とは付くが、いわゆるこれらの大使は外交官たる「大使」のことではなく、任命は民間人からもされ、いわゆる外交特権は持たず、一国家が直接派遣するわけでもないので別に国家の代表というわけではない。象徴的、広報的な役職であり、イメージキャラクター的性格を帯びる場合も多く、ジャーナリストや作家、芸能人などからも選ばれることがある。 任命は市町村の首長、国連の当該専門機関長など当該親善大使を派遣する者。また、「国連運動親善大使」は往々にして国連の広報機関が任命するケースが殆どで、事務総長が直接に任命する場合は極めて稀である。

「国連運動親善大使」に関しては、名称が似ているが、国連加盟国から当該国を代表して国際連合に対して派遣される特命全権大使たる「国連大使」とは職務・地位・権限など全く違う。国連大使は各国の外交官（民間人で外交官としての資格を与えられたものも含む）もしくは政治家からしか任命されず、当該国の政府代表部（名称は国連代表部、常駐代表部など国より様々）にて勤務する。権限は他の特命全権大使と同じであり、外交特権を享受する。
