미시마 명예 영사관

명예 영사는 자국의 영사 사절이 파견되지 않은 나라, 또는 영사 사절이 파견되지 않은 지방 도시에서 그 국민의 이익의 보호 및 외국과의 문화 교류의 촉진 등을 도모하는 것을 목적으로 영사 업무를 위탁하기 위해서 파견지 국민을 임명하다 관직, 또는 증정되는 칭호.
정규의 영사(파견국 국적을 가진 외교관)은 본무 영사로 불린다.

Honorary Consul shall mean a government post to which a consular envoy of his or her country has been dispatched or to whom the title of consular officer is entrusted in order to protect the interests of its citizens and promote cultural exchange with foreign countries.

名誉領事とは、自国の領事使節が派遣されていない国、または、領事使節が派遣されていない地方都市において、その国民の利益の保護及び外国との文化交流の促進などを図ることを目的として、領事業務を委託するために派遣先国民を任ずる官職、または贈呈される称号。正規の領事（派遣国国籍を持つ外交官）は本務領事と呼ばれる。

 

명예 영사는 주로 영사관이 없는 나라에 거주하는 그 나라 국민이 임명되지만 대기업 경영자나 지역의 명사가 임명되는 사례가 많다. 이것은 많은 경우 명예 영사는 이름과 같이 직함만·무보수 명예직인 데 따른다. 일본에서는 외무성 설치 법에 명예 영사에 관한 규정이 마련되어 있다. 국민 이익 보호와 문화 교류가 주목적인 여권, 사증 발급과 각종 증명 업무는 하지 않는다. 제13조 외무부 장관은 외국에서 외무성 소관 사무의 일부를 수행하기 위한 필요로 인정할 때는 명예 총영사 또는 명예 영사를 임명하고 이를 필요한 땅에 둘 수 있다. 2명예 총영사 및 명예 영사의 직무 기타에 관한 필요한 사항은 외무 대신의 정하는 바에 의한다. 명예 영사는 양국 정부가 인정하고 모든 서류를 갖추고 심사를 한 후 임명한다. 특히 이름만 있는 명예가 아니가 총 영사관을 설립하여야 하며 그 임명된 국가를 위한 업무를 해야만 한다.  

Honorary consuls are mostly appointed by the people of a country where there are no consulates, but there are many cases where managers of large companies and local celebrities are appointed by the people of that country. This is because, in many cases, an honorary consul was only a title as its name suggests, and it was an honorary post without remuneration.

In Japan, the Act for Establishment of the Ministry of Foreign Affairs provides for provisions concerning honorary consular posts. It is mainly for the purpose of protecting national interests and cultural exchange, and it does not issue passports or visas or perform various certification services. Article 13 (1) The Minister for Foreign Affairs may appoint an honorary consul or honorary consul and place him/her in a required place when he/she deems it necessary to perform a part of the affairs under the jurisdiction of the Ministry in a foreign state.

名誉領事は主に領事館のない国に在住するその国の国民が任命されるが、大企業の経営者や地域の名士が任命される事例が多い。これは多くの場合において名誉領事は名のとおり肩書きだけ・無報酬の名誉職である事による。 日本では外務省設置法に名誉領事に関する規定が設けられている。国民利益の保護や文化交流が主目的であり、旅券・査証の発給や各種証明業務は行っていない。 第13条 外務大臣は、外国において外務省の所掌事務の一部を遂行するため必要と認めるときは、名誉総領事又は名誉領事を任命し、これを所要の地に置くことができる。 2 名誉総領事及び名誉領事の職務その他に関し必要な事項は、外務大臣の定めるところによる。
